There are two legal issues. The first is whether the law at issue conforms to the historical traditions of the United States at the time of the Second Amendment. The judge saw no evidence that there were laws banning gun ownership by reason of citizenship status or nationality circa late 1700s and therefore the law violated the Second Amendment.

The second question is whether a non-citizen enjoys Second Amendment protection. The text of the Bill if Rights amendments generally refers to "the people" rather than to citizens specifically. Not sure of the arguments here, but the judge appears to have applied a plausible reading of the text.

Did the judge say that illegals have the right to carry ammo, or is it just assumed they do?

Depends on whether the 2A was designed to protect US citizens or merely anyone who decides to come here illegally. There's case law that suggests it only applies to citizens, though of course the Supreme Court has ruled differently depending on the constitutional provision.

Whether it's a win depends on the consequences. Are we now comfortable with the million or so illegals who've crossed the last year being armed? Is it a "win" to have a fully armed invasion of non citizens entering our borders?

To me that's a rhetorical question and anyone who answers yes is a fool.
